I recently stumbled on a post from AdSense that states that they have a policy for closing any AdSense account that is inactive.
In the post, AdSense makes it clear that if you receive an email from them telling you that your account with AdSense have been closed because it is inactive, your only option is to reapply for a new AdSense account which can be done by visiting www.google.com/adsense after you have logged into your Google account.
