Is There A Way To Deactivating The Background App Feature From Windows 10 Anniversary Update Completely?

No. Unlike previous version of Windows 10 where there is both individual switch which you can use to activate on deactivate a particular program from running in the background, and another toggle switch whereby you can use to deactivate or activate the background apps feature entirely, the anniversary update of Windows 10 only have the individual toggle switch which is used for deactivating individual application from running in the background, it does not have the other switch which can be used to deactivate the background app feature from the OS entirely.

So if you do not what any application to run in the background, then you have to manually deactivate it them individually.
Also you will need to be checking the Background Apps Settings page regularly so that you can quickly detect a new application that has the ability to run in the background so that you can deactivating it on time, since Microsoft have remove the privileged for it users to decide whether to used the background app feature or not.

So the answer to the question, "Is there a way to deactivating the background app feature from Windows 10 Anniversary Update completely?" is, NO.
