Yes! Facebook have a forum. But they do not refer to it as a forum, rather they call it a Community. Facebook Help Community to be precise. We refer to this community as Facebook's forum mainly because it has all the characteristics a typical forum have.
Has you may know, Forum is a place for discussion. Where you go to ask questions, get answers and also provide advice/answers to other user's question. This is exactly the purpose Facebook Help Community is designed to serve. Quoting from a welcome note we receive when we first visited the Help Community this is what Facebook has to tell us about what Facebook Help Community is all about: "Facebook's Help Community is a place where people can ask and answer each other's questions about Facebook features."
So the Answer to the question once again is a resounding YES! Facebook has a forum.

But before you visit the Help Community, here are some things you should always have at the back of your mind:
- Search first: Use the search bar at the top of the screen to find related Help Community and Help Center answers before you ask a question. Someone else may have already provided an answer to your question.

- Be kind: Always be respectful of other Help Community members, they're here to help and get help too.
