Is Punishment A Synonyms Of Consequence?

No, Punishment is never a synonym of Consequence. The reason is this:

Punishment refers to that which is imposed as as result wrongdoing, and this is unlike Consequence which is "that which follows something on which it depends; that which is produced by a cause."

This means that Punishment does not refers to the actual outcome of an (wrong) action, rather, it is Consequence that refers to the actual outcome of an action. To help you further understand, consider this example:

As we may already known, Tuberculosis is most likely to be developed by someone smoking. In the case Tuberculosis is one of the Consequences of smoking and not a punishment for smoking. In a similar way, if someone in authority possibly a father tell his son, "if I see or hear that you smokes, I will beat you" in this case, the beating is a punishment and not a consequence.

The Main Point
Punishment is not the actual outcome of an action but Consequence is.
